Following a direct intervention by the Hon’ble Supreme Court of India, the Medical Counselling Committee (MCC) has formally included 49 MD/MS seats of Hamdard Institute of Medical Sciences and Research (HIMSR), New Delhi in the NEET PG 2025 Round 3 counselling seat matrix. These postgraduate seats, which were excluded from earlier counselling rounds due to unresolved legal and administrative issues, have now been restored to ensure fair participation and to prevent approved medical seats from remaining unfilled.

In a major relief for NEET PG aspirants, the Supreme Court of India has ordered the inclusion of 49 MD/MS seats of Hamdard Institute of Medical Sciences and Research (HIMSR), New Delhi in MCC NEET PG 2025 Round 3 counselling. The direction was issued in compliance with the judgment passed in SLP (C) No. 3280 of 2026.

These seats were earlier missing from the MCC seat matrix due to administrative and legal issues. Following the Supreme Court’s intervention, MCC has now been instructed to add these seats so that eligible candidates are not deprived of admission opportunities in the ongoing counselling round.

Why the Supreme Court Intervened in the HIMSR Seat Matter

The Supreme Court stepped in after students and stakeholders raised concerns that HIMSR’s approved PG seats were being unfairly excluded from NEET PG counselling. The petition argued that candidates should not suffer because of delays in approvals, paperwork, or institutional disputes.

After examining the matter, the court observed that the seats were valid and should not remain vacant due to technical reasons. To ensure fairness and prevent wastage of postgraduate medical seats, the court directed MCC to immediately add these seats in Round 3 counselling.

Why HIMSR Seats Were Not Included in Earlier Counselling Rounds

HIMSR is a Muslim Minority deemed university under Jamia Hamdard. Minority institutions often face additional scrutiny related to quota allocation, minority status, faculty verification, and infrastructure approvals.

In this case, issues related to the distribution of Muslim Minority quota, Self-Financed seats, and NRI seats were not resolved in time. Due to these pending matters, MCC did not include HIMSR seats in Round 1, Round 2, or the initial Round 3 seat matrix.

The Supreme Court’s order has now cleared these hurdles and allowed the seats to be officially added to the counselling process.
